PowerPoint lets you set a minimum of 1 second between object displays. I want to duplicate a visual effect called "Behnam's Top". I need to have the timing between displays set at .25 or .16 of a second. Is there anyway I can create such a timing?

Sorry, no way to do it. It only takes whole numbers from 0 through to 6399 seconds (why you would want 6399 seconds between slide transitions is beyond me!) but, 0 seconds might do it for you
 
In Powerpoint 2002 animation sequences can be timed to
this level have you tried to use this.
