PowerPoint Producer 2003 - General Access Denied

Can anyone shed any light on the error message "General Access Denied" when I start up PowerPoint Producer 2003. I have downloaded the exe file from Microsoft and installed it on a standalone computer, full access rights, running Windows XP and Office 2003.
