Power down the G650 can't get the dialing tone

I have S8700 Multi-Connect(Higher) connected with two G650(CNA&CNB) running CM2.2. The question is when the G650(1A) power down another G650(1B) can't get the tone clock. So all phone(IP, Analog & Digital) in 1B can't get the dialing tone. Is it normal for Higher reliability configuration?

Where are your CLAN/MedPro? If all of them are in the carrier 1A, the answer is YES in anycase....

As I know CLAN/MEDPRO provide signal and codec G.711/G.729 for IP Phone. But the digital & Analog phone will get the tone from IPSI..
