Possible to take ownership as another user?

Are there any utilities (preferably free...) that allow an admin to change the ownership of a folder to something other than the admin?

I've got a bit of an issue related to profile and home drive ownership and rather than wiping them and starting again (so the system creates them with the correct ownership) I'd prefer to be able to set the ownership to the appropriate user.
