Popuppers.com - please help!

Apologies if i am on the wrong forum, but i need someones help!
PC running 2000 and keeps getting popuppers, then causing the pc to hang then crah.
i have included the following message for your info.....

then if i try to close the window etc then it all goes horribly wrong! .... apparently the previous user of this pc left in a cloud of suspision........
