populate a database from a text file

Before we know what you're missing you have to show us what you have.
Expain exactly what you're trying to accomplish, what you have already, and where you want to go next. You have a text file that is read and then output to the screen is some sort of formatted layout? Is it just HTML tables, or are you populating form fields?
You're submitting to a database.. is the user doing this? Is the template doing this? Does it matter what order the actions occur in? Obviously you will read first, but display to screen or insert to database? Are you doing inserts or updates?
