POP3 or IMAP email downloads to PDA or Outlook Express fails.

I am the messaging Admin in my organization.
We a FE server and 4 BE servers. The FE and 1 BE server is located in Atlanta, with the other 3 BE servers located along the East Coast USA in regional sites. The 3 regional sites have each 2 email domain suffixes. One of the domain suffixes is common for all sites, although in the other sites it is set as a secondary domain suffix. The domain suffix for the 3 secondary sites is set as a child domain of the main domain, and each of the secondary domain suffix is unique to each site. We are using the default POP3/IMAP virtual server settings on the FE server. POP3 & IMAP is enabled on all 5 servers. When users with mailboxes hosted at the 3 regional sites try to download or read emails through POP3/IMAP using their PDAs or Outlook Express, they get an error. By the way the users are using the FE server address for incoming and outgoing servers. Yet users at the main site can successfully access their emails using POP3/IMAP or Outlook Express.
Is there anything additional that I need to configure for this to work? What am I missing?
