Pop up Agreement Window

I am running w2k server and I was wanting to know how to create the little window that pops up after you log in where you have to say ok before it will finnish loading up. The little pop up window has some form of agreement whereas you won't use our computer for anything illegal and so on and so forth and by choosing ok you are agreeing to these terms. I appreciate your help!

You can set it up in domain policy settings in administrative tools on your W2K server. Look for the setting for logon message and type what you want in there.
