Poor uncached Speeds

I've tested my system (HP Pavilion 6355) many times using PC Pitstop and I continue to get poor uncached speed. What information is needed to help me fix this problem?

You need to scandisk (and fix) then defrag your drive and make a dedicated cache area.
IT Only tHInks iT's SLow, I bet it's light speed compared to a Commodore 64!

I use Norton SystemWorks on a regular basis to fix and defrag. As for setting up a dedicated cache area. I'm not sure how to do this.
