POOR THROUGHPUT FOR WINDOWS PLATFORM

Basics: I have a Windows 2000 server hosting almost a million small files. NB 5.1 MP3 is my backup software. I am backing up from an XP512. Throughput rate is always extremely slow but with other Windows servers without small files, the throughput is much more robust. Anyone seen this before? Even Symantec Support is stumped on this one.
