Policy Info not Logging/Event ID 1091

Every two hours in the applications log of my Win 2003 server (not a DC - just a member file & print server) I receive a 1704 info event (security policy applied successfully) immediately followed by a 1091 error entry. What I’ve been able to determine via subsequent research and the RSOP tool is that even though the security has been applied, the resultant set of policy information is failing to be logged. I have yet to glean a clear understanding of what needs to be done to correct this issue.

Any suggestions?
