Policy based routing and redirect webpage?????

Hello Guys
I am working on a project,where I have to let certain address from the Internet, see multimedia contents on a Server,and the other addresses by denied.The difficult part is that the denied address should be redirected to a web page,that inform's them that the contents can be view at a later hour.
Can someone be kind enough to give some advice on the simplest way to achieve this.

But thanks for the reply!These server have public addresses facing the Internet.Someone mention at work mention a proxy server.Can I filter and redirect with this method?
