PMP or Project+?

If you don't have to choose, it can't hurt to have both!
If you have to choose, PMI is an international professional organization with ongoing support for professional development. Also, PMI now has CAQs - Certificates of Additional Qualification. There are two for IS so far. These might be similar to Project +, but I'm not familiar with them. I plan to take one of the CAQ betas in the next few months.

Obtaining a PMP is not the same as developing a "solid understanding" of PM concepts and practice. The PMP was meant as a means to develop a standard lexicon and measure of PM proficiency(as was relayed to me by Bill Duncan, Dir Stds for PMI for the 96 PMBOK edition). I believe that a combination of formal training and real-life experience is the best way to go.
If you want to gain a formal understanding of PM, there are a number of college level programs that may be found in your area. There are also a few on-line college level courses that can be taken. The following Google search should yield quite a few for you. Sounds like the real-life experience part is already underway for you.
Lastly, there are now Bachelors and Masters degrees being offered with PM concentrations. The PMP or other certifications can be a good way to show achievement and standard credentials. Of course, there is little that can match a documented, real-life, track record of success at PM.
