However, in my post I had said that I have completed these steps. I have done the regedit upper/lower filters deletion. This comes from uninstalling EZCD (Roxio), I never had that program installed on my pc. In addition, I am not receiving [any] error codes (19, 31, 32, 41). As the post states, the Device Manager shows NO conflicts, the CDROMs do not exist, so I cannot uninstall/reinstall. One CDRW is old from maybe 97 NTI, the other one was purchased just last year, ARTEC 52x CDRW from MADDOG. I could really use some advice above and beyond what I've done. Best advice received so far was from my roomate... shoot it.
 
Download XP_CD-DVD-Fix.zip and save this file to your hard drive. Navigate to where you saved it and double click the file to extract the contents. Locate the EXE file you extracted and double click it. A confirmation dialog will appear when the script is done. You may need to reboot for the change to take effect.

This utility is only intended for Windows® XP. You may need Administrator level access to use this utility. If you do not have Administrator level access, the program will say it is finished, but will not have made any changes.
 
Yes, both cdrws show up as artec/adaptec and memorex, in the bios. Thanks for your help = )
