need some advise. Which client tool would good to create plsql code for batch processing. creating programs to manipulate the data?

Check out sqldeveloper. This is available as a free download from Oracle.

personally, i use toad mostly. But i have that for other reasons - its a nice database tool for all sorts of reasons.
