Hi Bill,
Yes, 6.3 will run in 32m RAM and 8 meg flash. And yes, you can upgrade from 6.1 to 6.3.
6.3.5 has reached GD status, so should be stable and will provide you with all the bugs fixed since your current image was released, so would be a recommended upgrade.
