Piping tempfile to Cobol program??

Hi, in a command file, this works:
ECHO TEXAS > temp1
RUN COBOLPROGRAM < temp1
This does not work in a job:
!JOB...
!ECHO TEXAS > temp1
!RUN COBOLPROGRAM < temp1
!EOJ
Any suggestions? Thanks, Dan.
