Im unable to apply PIM changes. when i got into intellisync and then into pim management the OK button doesnt work I can make changes but when i click ok nothing happens the dialogue box, the button isnt greyed out it depress but doesnt do anything..

Are using the BES? or the Desktop redirector... with the BES, you can set IT ADMIN policies that the user cannot change at the desktop level.
