Picture Box + Send backward = problem

I'm new to QuarkXPress, just started yesterday, and I'm having problems with one thing.
When I create a picture box using the Retangle Picture Box tool I can't make it go backwards or forward (Send to back, send to front). There's also this little symbole appearing on the upper right corner:

By the way, I'm running QuarkXPress on Mac OS X.
Anyone can help?

It doesn't look like you are doing this right.

What happens if you select the Picture box and then hit shift+5 (shortcut to send to back).???

Can you do a bigger screen grab so we can see more info

Are you using the pointer tool, not the content tool? You should be.

It looks like you are using layers from the looks of that symbol on your screen shot. If you are in layers - -is the object you are trying to send to the back on the same layer as the object you want to put in the back or the front? If both objects are on differerent layers this could be the problem, especially if the object you want to send to the back is on a layer that is on top of the layer where the other object is.
