php on pws

I atempted to install php4 on PWS (win98). The installation has run fine, but now if a try to look at any php files I get:

HTTP Error 403
403.1 Forbidden: Execute Access Forbidden

This error can be caused if you try to execute a CGI, ISAPI, or other executable program from a directory that does not allow programs to be executed.

Any idea why? Any help would be apreciated.
