Phone stuck on 46xxsettings.txt 14kb

I am working with a customer remotely, so i am not getting the info first hand.

Customer has 406V2 PCS 06 software 3.2.67.
Has 4606 IP Phone that will boot so the display says.
46xxsetting.txt 14kb and stops.

Any ideas?

Can be anything
Check if the 46xxsettings.txt is actualy 14 kb
Try removing the fileserver address and see if it works then

ACA - Voice Services Management

make the file smaller. the old phones choke on the new settings.txt file - it's too huge. just leave in it what is actually needed and activated...
