I have creat a phone message program in Access. How can I make it popup with a message to let the user know he has a message."
 
I'd check out using the resident email program, such as sending an email with Access. There is likely a FAQ on this site for that, and it's already set up to notify users of new email regardless of what computer they are on.

do you mean a phone message program or e-mail message.
If you are having some one manually send the message then I'd create a table that holds messages and make sure it has the userid as a field then via an ontimer event that all user need to have open, have it check messages. If you mean notify when someone is left a voice mail message left on the phone system then good luck and let me know what is done as well.
 
When some one call the office the person who answer the phone put in this program that someone called me. I want the program to popup a message to let me know that a message has been sent to me. The same thing that outlook does when you receive an e-mail.

Could you tell us a little more about how you want this program to work? Is keeping a history of the messages important? Do you really need a database or just a network messaging system? Will there be a back end on a server and everyone has their own front end to conect to it? These details are important to know when advising you.
