Phaser 360 Paper Jam on Exit Roller

I have a phaser 360 that does not feed past the last exit roller at the top of the unit. It prints on the paper but when it gets to the output roller is folds up like an accordian. It appears the roller is not rotating and the paper hits it and stops.

I pulled the side covers off to see if a belt or gear had come off. I did not seen anything obvious. Does anybody have any ideas?
