Phantom Rings at Back-up PSAP

We've been having an intermittent problem at our PSAP back-up site with "phantom" ringing at the call-takers positions. Naturally, it doesn't happen to all of them, and it doesn't happen when I'm around. It may happen only 2x in a 24 hour period. At first I thought it might be a PRI issue, but then I though, "why would a 911 call be coming in on a PRI? Those are special trunks". There is no ANI/ALI info coming through on the calls, and the users' positions lit up like a call is arriving, then goes dark. I have not been able to extract enough useful data from the users to even draw a hypothetical conclusion to begin trouble-shooting. There have been no error codes on the PRIs (LCNT is clean), no TRK messages, nodda. We are using VESTA (PlantCML) along with a CAD system (computer-aided Dispatch). Each call-taker has an M2216 w/data mod interfacing with the VESTA. Could this be an intermittent issue with VESTA? The data mods or their power supplies? I'm fairly new to the PSAP environment, and terribly new to the VESTA application, though NOT new to Nortel or desktop support. Any suggestions on whether to start chasing up the VESTA tree or Nortel's would be appreciated. The late night calls are beginning to wear on me.

The 911 calls come in on analog trunks programmed as DID trunks, and the non-emergency calls come in via PRI DIDs. No one has been able to tell me which kind of call they are getting, either. This is what has made it so hard to nail down. The PRI trunks seem to be typically programmed. Here's one as an example:

I should add that the ATDN 1911 is the CDN for the emergency calls, and the non-emergency call type each have their own DID number assigned. The ranges do not overlap. I don't know how any erroneous calls could come in on the emergency trunks unless there is a mystical redirection in the CO (and we all know THAT never happens, don't we?)
