Persistent Proxy Setting HTTPS://66.230.143.156 on dial up connection

I have a dial up connection to tiscali but I am aunable to connect at the moment as I believe there is an issue with a persistent Proxy setting that does not allow me to connect to the internet. I have installed Spyware and removed anything unwanted but the setting is still around even when I untick the Proxy setting box.

Any suggestions would be greatly appreciated.
