Permissions required to failover resources in a cluster

Just a quick question - Does anyone know what the minimum permissions are for an account to be able to fail over resources in a windows 2003 cluster? We are trying to tighten security and are wondering if local admin rights are required or if a power user would suffice.

I beleive that Admin rights are required. The easiest way to find out would be to create a user with power user rights and test.
