Permissions problem with Internet Explorer

Ok, here is my problem. I have a terminal server and any user who is not a part of the Domain Admin's group cannot open or save ANY file in Internet Explorer. No PDF's, nothing. I've checked every group policy they have implemented and I've turned up nothing. I've checked every permission I could think of and haven't seen anything that could be a cause of the problem. I've done obvious things like restoring defaults in IE and nothing seems to help. Do you all have any thoughts or suggestions?

OS: SBS 2000 SP4
Role: DC, Exchange, TS

If it is a dc then you have to be an admin to log into it ....
 
Ok, I found my problem. It turns out that the authenticated users didn't have permission to the root of C:
Once I gave them read & execute, list folder contents, and read things worked like they should.
