Permissions Nightmare!!!

Why will Windows permissions never work? I have a shred folder called Documents. It has each users docs (or will have) and a shred folder. The Documents folder has full admin permissions and User read access. The shared folder is set so that all users can read and write to it, but when it comes to writing it doesn't. In each users' documents folder they have full permissions and are the owner and they still can not do anything within it!
I do not understand why this does not work
URGENT HELP REQUIRED!!!
 
How are the share permissions set? Remember that they are read only by default on 2003 server.

Also, did you go into advanced permissions and check the box that says something like "Reset all permissions on junk in the folder to the above permissions"?
 
effective permissions
=
combination of share permissions and NTFS file/folder permissions...
result is the most restrictive of both

NTFS = Full COntrol
Share = Read

result= read only!!
