I need some advice on setting permissions on clients (winxp) connecting to Windows 2003 domain. Domain users need to access programs on the winxp computer. My questions is can I change the permission from Windows 2003 domain controller or do I need to hop on every winxp and change the permission there?

Obviously you can do it using GPO's, but need to know more about programs which you want permit.

I want to permit the user access to all the programs that I loaded on their workstation with out giving them admin rights.

What kind of rights do I need to give my users? Domain rights or Local computer rights?
 
When adding a new user or group, by default, this user or group will have Read & Execute, List Folder Contents, and Read permissions.

Some program may require a logging file to be maintained, on occasions like this the Users will need a write permission to be able to write to a logfile.

These are the rights required by the local users to run programs on the local machine.
