Permission Denied when recompile DLL

I kept getting permission denied error when recompile DLL. This DLL is called from an ASP page. I tried remove DLL from component services, and click "Unload" button on website property in IIS but none of them work. The only thing that seems to work is reboot the server. Can someone help ?
 
Look for the process called DLLHOST.EXE (There should be 2 of them) Try and end process on both, 1 will fail the other will not fail. After that you should be able to re-compile.

Sometimes your VB IDE itself is holding it. Try closing and re-opening your development environment in addition to bumping the IIS site.
 
I tried both methods from CasperTFG and Sheco but still getting the same error.
 
Did you try to stop and restart the specific web and then if that doesn't work to start and restart IIS itself?

You can do both of these things from the IIS Admin MMC SnapIn thingy.
