Perl Magick question

I am trying to install the Perl Magick module and can't figure out what I need to do to get it installed. I am installing it on a Windows machine. The instructions tell me I need to edit the makefile.pl and change libs and inc to include appropriate path information to the required libmagick library. Since I am a very very new perl coder, I don't know what the format for this should be. It gives and example, but I don't understand it. Does anyone have any ideas?

OR BETTER YET.....is there an easier way to resize jpg files using perl? I need to resize several files at once and save them for use in other applications.
