Does anyone know of a good way to convert a time in seconds since epoch accurately to Julian Day without using a CPAN module?

You have a time in seconds (epoch) and you want a Julian date or you have a Julian date and you want epoch?

Write a function that takes your Julian time and converts it into a date. Here is a link to the calculation formula:
