Hello! I am looking for a Perl developer to possibly aid me in writing my website's CGI scripts. I have found it very difficult to write them on my own, having to continuously go to Google and sift through piles of manuals. So I was wondering, does anybody know of any good, reasonably priced Perl developers that I could use to write my scripts?

If you just need occasional help, forums like this are a great resource. If you want to have a programmer on stand-by I doubt you will find many takers. Either come up with a detailed project description and solicit bids on a programmer/freelance website or ask questions as needed on help forums.
