Performance Options for Term Server

I have 2 servers running 2003, one is a TS. On the TS, the Processor Scheduling and Memory Usage is adjusted for Programs instead of Background Services and System cache. While the other 2003 server (which runs SQL Server) is adjusted for Background Servies for Processor and System Cache for Memory.

I'm noticing a bit of a latency on the TS side opening and running the client applications. Is it advisable to change the setting to background services for TS? It has 2gb ram and a xeon proc.
