Performance Monitor Counters missing

Hmm.
Can you reinstall performance monitor (I don't remember if it is available from Add/Remove programs - Windows Settings).
I would try some general trouble-shooting steps -
Search MS KB and other sites (like here).
Reinstall SP6a.
