Set emule prefences:

upload: unlimited
download: 10

The problem with P2P applications such as this is they quite often have this effect. If I remember correctly, when you run eMule for the first time there is a Configuration Wizard displayed. This wizard allows you to configure things such as the connection that you have an how many downloads/uploads you wish to allow at one time.

As a first step you should go into the Preferences screen and change the following.

Max Downloads 2
Max Uploads 2
Download Speed 5 kbps
Upload Speed 5 kbps

Now restart the application and see if it makes a difference. If it does you can try increasing the Down/upload speeds to your liking, if not try lowering them further.

Always make sure that you are running the latest version and that you have obtained it from a reputable (said very loosly) site. As the eDonkey/eMule source code is freely available there are so many MODs out there that are Trojan/Adware/Virus laden it is unbelievable.

is the site of the official eMule software - however your best bet would be
Also make sure that your pc is malware free

10 upload for emule is the minimum unless you want a connection penalty.

If you are on dial-up and want to really use P2P clients such as emule, buy a real modem, not a software-based modem. Or use broadband.

You may have realized that I got things back-assword:

Download: unlimited
Upload: 10

Funny you should mention that - I'm currently sat infront of a VB.NET screen rewriting the application. If you have any specific requests shoot me an email.
