Perflib files skipped during backup

I use veritas backup and it has backed up my server successfully. Now it started skipping this file.

Skipped File: C:\WINNT\system32\Perflib_Perfdata_3a4.dat - in use by another application, it will be skipped.

What is this file and what application is using it?
