I was trying to add access-group command to pix 501. I couldn't do it and it gave me "per-user-override", message. What should I do?

How do I add access-list 100 in interface outside?? I am getting the following messages.

Result of firewall command: "access-group 100 in interface outside"

ERROR: access-list <100> does not exist
Usage: [no] access-group <access-list> in interface <if_name> [per-user-override]
Command failed
