peak utilization on T1 CONNECTION

I am having a problem with users in a remote branch. The monitoring tool I'm using is Vitalnet. when I look at the peak utilization it is showing 1002% with 74% for average utilization users are complaining about connection problem. I am confuse because when I do a contineous ping from the main branch to the remote site the reply is aroud 53ms which is good am I look for the right thing in vitalnet and what causes the peak utilization to increase so much also the reading for the peak utilization for yesterday was only 13% very excellent.how to check this problem

Make sure the bandwidth parameter on the serial is correct , if this does not match the actual serial speed you will get incorrect readings .
