PDF download on IE gives error on page to reg. user

I have an issue where users access gov. sites to download PDF files. When they click to download, "error on page" pops up at the bottom of the screen. If I log in as an administrator on the same server, I can download with no problem. We are running MF XP 2, FR 2, IE 6.0, SP1. This is clearly a permissions issue, but I don't know where to look or make the change.

Try running filemon from

http://www.sysinternals.com

Tip; run it out of hours, as filemon tracks every single file access made by the system.
