PDC reboots cluster fails

Running Oracle 8i and Oracle Failsafe version 3.1.2 on Microsoft Windows 2000 Advanced Server SP4. We are on an Active/Passive setup. This has been up and running for a couple of years now.

Recently patches were being applied on the Oracle side on the second Node. The patch process did not go well so the Oracle DBA rolled the databases back to the first node. During the Process he had taken the databases out of failsafe. When he had to put the databases back into failsafe he did not know the cluster account password which he then had changed. Ever since then the databases are fine except when the PDC gets rebooted. When the PDC gets rebooted the databases all come offline and failover to the second node. You'll see in the event viewer the ISAlive Poll of resouce database failed to attempt number 1 with the following error:ORA-01031: insufficient privileges. It tries this 3 times and brings the database offline.Then an event: Audit Trail:Action:'connect sys' ospriv:DBA client user: domain name\domain user client terminal: server name status failed (1017) is logged as an event.

Things we've tried. Changing the cluster service password on both nodes to reflect the domain cluster service account password change. The Oracle DBA had changed it on the failsafe side. But the problems still exist. Added specific user rights on the domain side for the domain cluster ID. The weird thing is all services are up and running. Users do not have a problem connecting to the database.

I'm hoping someone out there has run into this or can give me some pointers on where to try next.
