I have vis studio .Net 2002 and a pda running pocket winodws 2003. What tools do I need so I can develop applications for my pda.

Not easy then. What will I have to do?
Your configuration is a bit off-kilter (Pocket 2003 nad VS 2002). Provided your Pocket 2003 will not balk at 2002 stuff, you may still be able to do it by downloading this SDK:
