PCI to USB host controller problem

I have three dell 2650 servers here - two of the three are fine. The third one has a yellow ! by the Standard OpenHCD PCI to USB Host Controller

Under Device Status this appears:
Your computer's system firmware does not include enough information to properly configure and use this device. To use this device, contact your computer manufacturer to obtain a firmware or BIOS update. (Code 35)


I loaded the latest bios update from Dell onto this server, and tried reinstalling the driver through windows. After it installs the driver and I restart it comes back with the same message. Any idea what is causing this?
