PC won't shut down

I have an eMachine eTower 400i3 computer which is having what appears to be a hardware related problem. When you press the power buttong, the computer will shut down and immediately come back on. According to the owner, they have already tried to chance the switch, but with no luck.

I was wondering if anybody might have any idea what could cause this abberant behaviour, and/or cans suggest a way of fixing it?

Have you checked the PSU? and or POWER settings within the BIOS setup?

If it works don't fix it! If it doesn't use a sledgehammer...
 
Is the power switch hooked up to the board correctly? If you cold boot, does the switch turn on the computer correctly?
 
Has it always been like this? This function is controlled by the motherboard, a section of it that is permamently powered on. Your motherboard may have the problem,too.
