Easiest way:
1.) Reinstall (or install a new version)the CATALYST Drivers...
2.) make sure that you install the FULL package (the one with the CONTROL CENTER) and not just the drivers...
3.) also install the NET Framework v. 1.1 ... this is needed for the ATI Control Center...
Reboot and it should be all there...
