pc freezes right at start of post

Ok, I was working on a People PC (hp pavilion) with ME on it. Celeron 733, 64 MB Ram, 20GB Hdd. Anyhoo, the first time the pc is powered on it would freeze during the start of the POST. If you power off and then immediately power back on, everything works fine.

I have replaced the RAM, psu, hdd, floppy, cd rom. I even ran the pc with just the onboard vga, ram, cpu, psu, and motherboard and same thing happened. Reseated the cpu, reset the bios to default settings, then cleared the cmos and the same problem still occurred. Anyone have any other ideas as to what was wrong?
