Payroll Error PSPPFUND

I am trying to determine the reason why our PSPPFUND job failed. Error message reads

'There is no Budgeting Distribution in effect at this time.'

Can anyone point me to a starting point. Not certain where to begin here as this one falls outside the realm of our error documentation here. We are on version 7.6 (Oracle).
