Pathworks 6.1 file permission problems

I am running Pathworks 6.1 on an Alpha server running VMS 7.3-1. When new files are created on the VMS side in the PCCOMMON share, the same users cannot see the files from Windows. When we change the file permissions on the VMS side to RWED on SOGW, the files can be accessed on Windows. Something is not right about having to do that on all new files created from VMS.
Anyone have an idea as to what is wrong here?

Check the protection on the higher level directories at the VMS side... if they are wrong, all files created below will be incorrect.
