Passwording the database?

I know this is simple, but im having trouble setting the databse up so that there is only one administrator that can enter and ammend the data in the database, and then all others can only see the databse in read only format. i have set up a macro for read only, but how do i set that to open the database for certain user groups? Probabl going to be viewed over the network, and its in 97 version.

Help?
