Password Reset Delegation

I have delegated password resets for a string of nested OU's to a global security group, gone into the advanced security section of each OU, verified the reset password is selected.

When a member of the group attempts to change a password they receive system error 5 from the command line, or access denied from the GUI.

Ideas?
